How to Import Used Vehicles from China to Ghana (2026 Guide)

نُشر في · 8 دقيقة قراءة

Ghana is one of West Africa's most open markets for imported vehicles, and the overwhelming majority of its road fleet is used stock. It is also, unusually for the region, a left-hand-drive market — which means vehicles sourced from China fit without conversion or compromise.

That structural advantage is real, but it is not the whole story. A pre-shipment conformity programme and a tightening age rule now decide which units are admissible. This guide covers both.

1. Left-hand drive: the structural advantage of Chinese stock

Ghana drives on the right, and right-hand-drive vehicles are refused entry. Standard imports must be left-hand drive, with no practical exemption pathway for ordinary commercial units.

China is a left-hand-drive market, so its used stock matches Ghanaian requirements directly. There is no conversion step, no documentation risk around steering configuration, and the available pool of stock is far wider than for the RHD markets of East Africa.

For importers, this shows up as shorter lead times, more choice at a given specification, and fewer rejections at the port. It also means competition for the best Chinese stock destined for West Africa is stronger.

2. The age rule has been tightening

Ghana restricts the age of imported used vehicles and has moved from a system of escalating penalty fees toward a firmer cut-off. As of writing, the boundary sits in the region of ten years from the year of manufacture — and note that this is manufacture year, not registration year.

The precise cut-off and the enforcement date have been revised more than once in recent years, so confirm the version that applies to your shipment before you buy. The direction of travel is unambiguous: older stock is becoming harder, not easier, to land.

This matters more in Ghana than the headline suggests, because many exportable Chinese units are only a few years old. The age rule rarely binds for importers sourcing from China at current stock ages — but it does bind for very old units and for anything held in transit too long.

  • Verify manufacture year from the vehicle's own identification plate, not from the listing or the invoice.
  • A vehicle can cross an age threshold while it is in transit — factor the arrival date, not the order date.
  • Do not assume a penalty can be paid instead of compliance; the current regime is a condition of entry.

3. Pre-shipment verification: the certificate that gates everything

Vehicles exported to Ghana must pass a conformity assessment inspection before they leave the country of origin, under the Ghana Conformity Assessment Programme administered by the Ghana Standards Authority. Without a valid certificate, a unit cannot complete clearance at Tema regardless of how good the rest of the paperwork is.

The inspection covers roadworthiness, emissions compliance, product conformity against documentation, and the condition of safety-critical components such as brakes, lighting and structural elements. Vehicles with major accident or flood damage, or with structural deformation, are rejected outright.

The certificate is time-limited, which creates a coordination problem: if a unit is inspected and then sits before booking, the window can close before clearance. Schedule the inspection against your actual shipping window rather than your purchase date.

  • Confirm which bodies are currently accredited for the programme before you book anything.
  • Build in working days, not hours, for booking, inspection and certificate issuance.
  • Match the certificate to the specific unit and its identifiers.

4. Ports and documents

Tema is the primary vehicle import port, with Takoradi serving as the secondary option. Clearing runs on documents, and the certificate plus matching identifiers are the items most often found wanting.

DocumentWhy it matters
Pre-shipment certificateCondition of entry; without it clearance does not proceed
Bill of LadingThe key document at Tema
Commercial invoice and packing listEntry paperwork, matched to the unit
Vehicle identification detailsMust match the certificate exactly
Taxpayer identificationRequired for duty assessment and clearance
Vehicle registration / export certificateConfirms year of manufacture and steering side

5. What you actually pay at the destination

Ghanaian customs assesses duty on the customs value, which reflects CIF plus adjustments. The stack normally includes import duty scaled by vehicle type and engine size, VAT, and national health and education levies, applied on different bases.

We do not print rate percentages here. Ghanaian levies are revised periodically and a stale figure misleads more than it helps. Ask a licensed Ghanaian customs broker for a written estimate for your specific unit and arriving year before you commit.

  • Duty scales with engine size, so a larger-engined unit can cost materially more to clear than a smaller one at the same price.
  • Customs may assess against its own valuation rather than your invoice — confirm the basis in advance.
  • Storage accrues daily from berthing; document gaps are the main cause of avoidable delays.

6. Ghana as a gateway into ECOWAS

Ghana sits inside the ECOWAS free-trade area, and compliant stock landed at Tema can be onward-sold into neighbouring markets. If you distribute across the region rather than selling only in Ghana, this is worth building into your sourcing decision from the start.

Re-export and onward movement have their own documentation requirements, so treat this as a separate exercise with your broker rather than an assumption.

7. Specs that suit Ghanaian operations

  • Distribution and haulage: light and medium trucks with engines that local mechanics service routinely.
  • Construction: tippers and mixers sized to the material and terrain you actually work with.
  • Passenger transport: minibuses and coaches matched to route length and road condition.
  • Machinery: excavators, loaders and attachments, shipped by container where they cannot self-load.

Rules change — verify before you buy

Age limits, conformity requirements and duty structures in Ghana are revised from time to time. This guide reflects the position as of its last update. Confirm current requirements with the Ghana Standards Authority, the Ghana Revenue Authority or a licensed broker before you pay a deposit.

Tell us your destination and arrival window and we will confirm the certification path and document set for your unit in writing.

How we can help

We source, inspect and ship used buses, trucks and machinery from China. Tell us your requirement and budget, and we will send back a shortlist with a landed-cost estimate for Tema — left-hand drive, no conversion, with the conformity paperwork handled at origin.
