How to Import Used Vehicles from China to Tanzania (2026 Guide)
Опубликовано · 8 мин чтения
Tanzania is one of East Africa's busiest vehicle import markets. Practically everything arrives through the port of Dar es Salaam, which also serves as the gateway for several landlocked neighbours — so the same port handles both local demand and transit cargo.
Two features shape this market more than anything else: Tanzania is right-hand drive, and its vehicle-age rules work as a tax penalty rather than an outright ban. Both have direct consequences for what you should buy.
1. Right-hand drive, like the rest of East Africa
Tanzania drives on the left, and right-hand-drive vehicles are the norm for registration. China drives on the right, so the RHD stock available for export is drawn from a narrower pool — vehicles built for RHD markets or sourced through RHD channels.
Practically, this means fewer units to choose from for a given spec and longer lead times. It also means the same advice as elsewhere in East Africa applies: verify the steering configuration on the original document before paying anything, not from a photo.
2. Age is taxed, not banned — which changes the maths
Tanzania does not simply refuse older vehicles. Instead, excise duty scales with vehicle age and is applied on top of the standard duty stack, so an older unit can still be imported but at a materially higher landed cost.
As of writing, vehicles roughly eight years and younger sit in the lowest band, and the penalty rises in steps beyond that. The thresholds and the rates attached to them are set through the national budget and can change from one year to the next.
This structure rewards discipline. The right move is not to find the cheapest unit on the yard — it is to model the whole landed cost, because a cheap older vehicle can end up costing more than a newer one by the time duty is assessed.
- Calculate the age penalty on the same unit you are comparing, not on averages.
- A unit that crosses an age threshold while in transit can land in a higher band than the one you priced.
- Ask your clearing agent for the current band structure before you shortlist, and keep it in writing.
3. The pre-shipment inspection (TBS PVoC)
Imported vehicles must pass a pre-shipment verification of conformity before they leave the country of origin. The programme is administered by the Tanzania Bureau of Standards for mainland Tanzania, with a parallel body for Zanzibar.
The inspection covers mechanical and safety condition — brakes, lighting, steering and suspension, tyres, seatbelts and other safety equipment — plus environmental checks such as exhaust smoke and fluid leaks. Units that fail must be repaired and re-presented before they can ship.
A vehicle arriving without a valid certificate faces destination inspection, which is slower, more expensive and carries a risk of penalties.
4. Documents to prepare
| Document | Why it matters |
|---|---|
| Pre-shipment certificate | Issued at origin; without it clearance stalls at Dar es Salaam |
| Commercial invoice | Entry paperwork, matched to the specific unit |
| Bill of Lading | The key document at the port of discharge |
| Vehicle registration / export certificate | Confirms identity, first registration and steering side |
| Customs declaration (TANSAD) | The Tanzanian entry document |
| Taxpayer identification | Required for import and for clearance of taxes |
5. Clearing through Dar es Salaam
Dar es Salaam handles the great majority of Tanzanian vehicle imports, and also transit cargo for landlocked neighbours. That dual role means the port is busy, and demurrage and storage charges start as soon as the vessel berths.
Practically, the schedule that matters is not the vessel's arrival but the completeness of your document set at that moment. A vehicle that lands with everything in order clears in days. One that lands with a gap can sit for weeks.
- Appoint a licensed clearing agent before the vessel sails, not after it berths.
- Confirm the exact port and terminal the vessel calls at — a nominal destination can involve a feeder leg.
- Track the vessel by name and voyage number so you are not surprised by arrival.
6. What you actually pay at the destination
Tanzanian duty is assessed on the CIF value — vehicle price plus freight plus insurance. The stack normally includes import duty, excise duty (which is where the age and engine-size penalties sit), VAT and a railway development levy, each on its own base.
We do not publish rate percentages here, because Tanzanian rates are set through the annual budget and a stale number is worse than none. Ask your clearing agent for a written landed-cost estimate against the CIF value and the current budget before you commit.
- Two identical vehicles can clear at very different costs if their ages fall in different excise bands.
- Customs may assess against its own reference value rather than your invoice price — confirm the basis in advance.
- Budget for port storage from day one of arrival.
7. Specs that suit Tanzanian operations
- Intercity and cross-border coaches: gearing, luggage volume and service support matter more than trim level.
- Urban and regional minibuses: 14 to 33 seats, with engines local mechanics already service.
- Construction tippers: body volume matched to the material you actually haul, plus hydraulic condition check.
- Tractor heads and trailers: check gearbox type and parts availability for your corridor.
- Machinery: excavators and loaders shipped by container or flat-rack, with attachments list confirmed at origin.
Rules change — verify before you buy
Age bands, excise rates and inspection requirements in Tanzania are revised periodically. This guide reflects the position as of its last update. Before you commit, confirm current requirements with the Tanzania Bureau of Standards, the Tanzania Revenue Authority or a licensed clearing agent.
Send us your destination and arrival window and we will confirm the inspection path and document set for your unit in writing.
How we can help
We source, inspect and ship used buses, trucks and machinery from China. Tell us your route, payload or seat count and budget, and we will send back a shortlist with a landed-cost estimate for Dar es Salaam.
